About this opportunity

The Virginia Department of Transportation is soliciting bids for on-call storm water basin maintenance and repair services across the Lynchburg District under IFB 161157, with bids due September 28, 2026 at 2:00 PM EDT and a mandatory pre-bid conference on September 16, 2026 at 10:00 AM EDT in Lynchburg. Attendance at the pre-bid conference is required for bid submission eligibility. This is not a set-aside solicitation; however, if a bidder is not certified as a small business by the Virginia Department of Small Business and Supplier Diversity at bid closing, submission of a Small Business Subcontracting Plan is required. The Commonwealth has established a goal that over 42 percent of purchases be made from small businesses certified by the Virginia Department of Small Business and Supplier Diversity, and bidders must detail subcontracting plans for certified small, women-owned, minority-owned, or service-disabled veteran-owned businesses.

The solicitation is divided into three geographical lots by residency area: Lot 1 (Appomattox Residency, approximately 65 facilities), Lot 2 (Farmville Residency, approximately 26 facilities), and Lot 3 (Halifax Residency, approximately 66 facilities), covering ten counties including Amherst, Appomattox, Buckingham, Campbell, Charlotte, Cumberland, Halifax, Nelson, Pittsylvania, and Prince Edward. Contractors must provide a minimum of one full crew with equipment for maintenance or repair services on demand. Bid pricing is submitted as firm unit prices for mowing, herbicide application, silt and sediment removal, seeding, inlet and outlet repairs, erosion repair, grading, fence repair, filtering practice repairs, riser repair, and pipe repair. All costs must incorporate labor, equipment, fuel, traffic control, waste disposal, and incidental materials and services.

Personnel must hold Virginia pesticide applicator licenses, VDOT flagging certification, and erosion and sediment control inspector credentials. Contractors must comply with prevailing wage rates and maintain workers' compensation and commercial general liability insurance of $1,000,000 per occurrence. Work must commence within fifteen calendar days of award, with maintenance cycles completed within sixty days of service request. The contract term is one year from award with renewable options. Qualified subcontractors may perform services and hold required licenses and certifications, subject to VDOT approval. A virtual public bid opening is scheduled for 9:00 AM EDT on September 29, 2026.
