About this file
This document contains bid attachments and wage determinations for Invitation for Bid (IFB) 161157, a Storm Water Basin Maintenance & Repair project managed by the Virginia Department of Transportation (VDOT) Lynchburg District. The project encompasses roadside storm water basin maintenance and repair services across multiple Virginia counties including Amherst, Appomattox, Buckingham, Campbell, Charlotte, Cumberland, Halifax, Nelson, Pittsylvania, and Prince Edward. The solicitation requires bidders to submit multiple mandatory attachments including State Corporation Commission registration information, a Small Business Subcontracting Plan, subcontractor approval requests, normal and emergency contact information, and references demonstrating prior experience with similar services. Bidders must provide Virginia pesticide business licenses and identify all commercial pesticide applicators, erosion control inspectors, and personnel with fertilizer certifications or training from the Department of Agriculture and Consumer Services.
The bid requires compliance with prevailing wage rates established by the Virginia Department of Labor and Industry, with rates varying by county and job classification. The Commonwealth has established a goal that over 42 percent of purchases be made from small businesses certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD), and bidders must detail their plans for subcontracting to certified small, women-owned, minority-owned, or service-disabled veteran-owned businesses. The document incorporates by reference multiple technical standards and manuals including the Manual on Uniform Traffic Control Devices, Virginia Work Area Protection Manual, 2007 Road and Bridge Specifications and Standards, NCHRP 350, Virginia Erosion and Sediment Control regulations, and VDOT's Best Practices Manual, BMP Design Manual, BMP Maintenance Manual, and Drainage Manual. No specific contract award date, contract term, or pricing information is provided in these attachments; all wage rates will be set at the time of contract award.
