About this file

This is a Question & Answer document issued by the Virginia Department of Transportation addressing bidder inquiries for IFB161157, a Storm Water Basin Maintenance & Repair contract for the Lynchburg District. The procurement was issued on September 3, 2026, with bids due on September 28, 2026, at 2:00 PM. The document addresses two primary questions regarding subcontractor utilization and qualification requirements for the stormwater basin maintenance and repair services.

The Q&A clarifies that bidders may utilize experienced and qualified subcontractors to perform the required services and may satisfy reference requirements using the subcontractor's similar-project references rather than those of the prime contractor. Additionally, the document confirms that all licenses and certifications required by Attachment F—including the Virginia Pesticide Business License, Commercial Pesticide Applicator certifications, Erosion Control/Storm Water Basin Inspector certifications, and applicable fertilizer certification/training—may be held by the proposed subcontractor and its personnel rather than the prime contractor, provided the subcontractor is identified and approved by VDOT. Both approvals are contingent upon proper identification and approval of the subcontractor by the Department of Transportation.
