About this opportunity

The Virginia Department of Transportation (VDOT) Lynchburg District has issued Invitation for Bid (IFB) 160793 for pipe rehabilitation services utilizing the jack and bore method in Campbell County. The procurement encompasses two separate lots that may be bid individually or collectively: Lot 1 on Route 501 (Brookneal Highway) requires abandonment of a 12-inch corrugated metal pipe and installation of an 18-inch smooth wall steel pipe with 40-foot length using flowable fill abandonment methods; Lot 2 on Route 699 (Gladys Road) requires abandonment of an 18-inch corrugated metal pipe measuring 85 feet and installation of a 24-inch smooth wall steel pipe using the jack and bore method with standard EW-1 end walls featuring beveled edges. All work must be completed by May 30, 2026, during regular business hours of 8:00 AM to 5:00 PM, Monday through Saturday, excluding Sundays and official holidays. Contractors must demonstrate a minimum of five completed jack and bore projects within the last three years in similar ground, groundwater, and cover conditions with comparable pipe sizes, types, and lengths, and must submit comprehensive submittals at least 30 calendar days prior to construction including shop drawings, equipment specifications, line and grade control methods, professional engineer-stamped structural calculations, daily progress logs, pit designs, and ground surface movement monitoring plans with measurements at 25-foot intervals. A mandatory pre-bid conference was held on March 23, 2026, at VDOT Gladys AHQ; bids are due electronically through the eVA portal by April 6, 2026, at 2:00 PM EST, with virtual public bid opening scheduled for April 7, 2026, at 9:00 AM EST. Evaluation is based on lowest responsive and responsible bidder on a per-lot basis, with bid prices to be firm and inclusive of all materials, labor, equipment, mobilization, demobilization, traffic control, erosion control, and disposal costs.

The Commonwealth of Virginia has established a goal that 42 percent of purchases be made from small businesses certified by the Department of Small Business and Supplier Diversity (DSBSD), and all bidders regardless of certification status must submit a Small Business Subcontracting Plan with their bids. Qualifying contractors must maintain workers' compensation insurance at statutory levels, employer's liability insurance of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 in the aggregate, and automobile liability of $1,000,000. Contractors must also obtain VDOT certification for work zone traffic control, erosion and sediment control certification for on-site supervisors, and valid Virginia Department of Professional and Occupational Regulations licensing, with compliance required for all applicable VDOT Road and Bridge Specifications and Virginia Department of Environmental procedures. Pipe installations must meet minimum requirements including reinforced concrete pipe per ASTM C76 or steel pipe per ASTM A139 with 0.5-inch minimum wall thickness, with jacking equipment capacity at least 150 percent of maximum calculated allowable jacking loads and thrust blocks designed with minimum safety factor of 2.5. Installation tolerances specify 2 inches vertical and 6 inches horizontal deviation from planned alignment, with minimum pipe cover of 5 feet or three times the pipe outside diameter (whichever is greater) and settlement or heave limitations not exceeding 0.5 inch within 25 feet of pipe centerline.
