IFB 160793 Pre-Bid Sign-in Sheet Summary
This Pre-Bid Sign-in Sheet documents attendance at a mandatory pre-bid conference held on March 23, 2026, for the Virginia Department of Transportation (VDOT) Lynchburg District's Invitation for Bid (IFB) 160793 for pipe rehabilitation services in Campbell County. The project encompasses two separate lots utilizing the jack and bore method: Lot 1 on Route 501 requires abandonment of a 12-inch corrugated metal pipe and installation of an 18-inch smooth wall steel pipe with 40-foot length using flowable fill abandonment; Lot 2 on Route 699 requires abandonment of an 18-inch corrugated metal pipe measuring 85 feet and installation of a 24-inch smooth wall steel pipe using the jack and bore method. Bidders may submit bids for individual lots or both collectively. All work must be completed by May 30, 2026, during regular business hours of 8:00 AM to 5:00 PM, Monday through Saturday, excluding Sundays and official holidays. Electronic bids are due through the eVA portal by April 6, 2026, at 2:00 PM EST, with virtual public bid opening scheduled for April 7, 2026, at 9:00 AM EST. Contractors must demonstrate a minimum of five completed jack and bore projects within the last three years in similar conditions and must submit comprehensive submittals at least 30 calendar days prior to construction.
Award will be made to the lowest responsive and responsible bidder on a per-lot basis. The Commonwealth of Virginia has established a goal that 42 percent of purchases be made from small businesses certified by the Department of Small Business and Supplier Diversity (DSBSD); all bidders regardless of certification status must submit a Small Business Subcontracting Plan with their bids. Bid prices must be firm and inclusive of all materials, labor, equipment, mobilization, demobilization, traffic control, erosion control, and disposal costs. Qualifying contractors must maintain workers' compensation insurance at statutory levels, employer's liability insurance of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 in the aggregate, and automobile liability of $1,000,000, as well as obtain VDOT certification for work zone traffic control and erosion and sediment control certification for on-site supervisors. No incumbent vendors, budget ranges, or award values are identified in the solicitation documents.
