About this opportunity

The City of St. George is requesting bids for the SGU Air Traffic Control Tower Minimum Equipment List (MEL) Package, with bids due July 21, 2026 at 2:00 p.m. MDT and a mandatory pre-bid meeting on July 1, 2026 at 11:30 a.m. local time. All work must comply with the Build America, Buy America (BABA) Act, requiring that steel, iron, and manufactured goods be produced in the United States unless the FAA issues a waiver — a decision-flipping compliance requirement. Bidders must demonstrate good faith efforts to meet Disadvantaged Business Enterprise (DBE) participation goals and subcontract a specified percentage of the contract dollar value to DBE firms.

The scope encompasses structured cabling, air traffic control equipment, communications systems, electronic safety and security systems, access control hardware, and video surveillance systems for the tower facility at 3464 E Banded Hills Drive, St. George. The project is funded through the Airport Improvement Program (AIP). Bidders must provide two lump-sum price schedules: Schedule I covering all equipment and installation costs, and Schedule II covering all furniture, fixtures, and equipment (FF&E) installation costs.

The contractor must commence work within thirty calendar days of Notice to Proceed and complete all work within 365 calendar days. The City will award the contract to the lowest responsible bidder based on the Base Bid amount. All bids must be accompanied by a bid bond equal to 5 percent of the total bid, issued by a surety company licensed in Utah. Upon award, the successful bidder must provide 100 percent payment and performance bonds within ten calendar days. Liquidated damages are assessed at $250 per calendar day for failure to meet schedule and an additional $250 per day for failure to repair deficiencies within ten days of notification. A one-year warranty period applies from final acceptance. Questions are due July 14, 2026 at 3:00 p.m. MDT. The contractor must comply with Davis-Bacon Act wage rates and federal employment eligibility verification requirements under 8 USC 1324a using E-Verify.
