About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) and California Correctional Health Care Services (CCHCS) are seeking a contractor to provide on-site confidential shredding services at San Quentin Rehabilitation Center through an Invitation for Bid (IFB #SD25-00017). The procurement requires a vendor to supply all labor, materials, transportation, and equipment necessary to perform confidential document destruction using 96-gallon collection bins, with an estimated 30 bins processed monthly. Bidders must demonstrate a minimum of three years of experience in confidential shredding, maintain current AAA certification from the National Association of Information Destruction, and provide three positive references from services performed within the last five years. The documents must be cross-cut shredded to dimensions no larger than 3/8" x 1" and collected once monthly or upon request. Key submission deadlines include a bid submission deadline of November 18, 2025, at 3:00 pm, a public bid opening on November 19, 2025, at 10:00 am, and an anticipated Notice of Intent to Award on December 4, 2025, with a proposed contract award date of December 15, 2025.
The contract includes a mandatory 3 percent Disabled Veteran Business Enterprise (DVBE) participation requirement, with additional incentives for exceeding this threshold. Small business and DVBE preferences will be applicable during the evaluation process, and bidders must maintain their small business or DVBE certification throughout the contract term. The contract will be awarded to the lowest responsive, responsible bidder, with a three-year performance period from December 15, 2025, through December 14, 2028. Contractors must provide comprehensive insurance coverage, including $1,000,000 in commercial general liability and automobile liability insurance, and comply with HIPAA requirements and CDCR security protocols. While the maximum contract amount is currently listed as "TBD," bidders will be required to submit pricing on a per-bin rate basis. Successful vendors must also provide a Certificate of Destruction with each invoice and adhere to strict handling and security protocols for confidential materials.
