About this opportunity
The California Department of Rehabilitation is requesting bids for office moving services to support the Central Coast District under IFB #S26-33383, with bids due July 23, 2026 at 2:00 p.m. and public bid opening via Zoom on July 24. California prevailing wage rates apply to all work performed.
The scope includes packing, transportation, unpacking, disassembly and reassembly of modular furniture, pad-wrapping of sensitive equipment (electrical devices and computers), secured storage, removal of surplus property, and debris cleanup. Work may be conducted before 7:00 a.m., after 5:00 p.m., and on weekends as needed. Service locations span Santa Barbara, Thousand Oaks, Oxnard-Ventura, Santa Maria, and San Luis Obispo. Hazardous materials removal is excluded. Contractors must submit hourly rates for drivers, movers, helpers/laborers, supervisors, and installers, plus a monthly flat-rate storage fee for a 53-foot by 8-foot unit. All pricing must be stated as a not-to-exceed amount and excludes pass-through charges (parking, fuel surcharges, tolls, rental equipment, disposal fees) unless pre-approved by DOR with receipts.
The estimated contract value is $49,900 over a three-year term (August 10, 2026 through June 30, 2029): $30,000 for FY26/27 and $19,900 for FY27/28. Minimum qualifications include a California C-61, Category D-34 license; current business license; Commercial General Liability insurance at $1,000,000 per occurrence and $2,000,000 aggregate; Automobile Liability insurance at $1,000,000 combined single limit if applicable; Workers' Compensation insurance at $1,000,000; and either a Motor Carrier Permit or Household Goods Carrier Permit from the California Department of Motor Vehicles.
Small Business and Disabled Veteran Business Enterprise (DVBE) participation preferences apply: certified small businesses receive a 5% evaluation preference, and non-small business bidders may qualify for 5% preference by subcontracting at least 25% of net bid price to certified California small businesses. DVBE incentive preference ranges from 1% to 5% for certified DVBE participation or subcontracting. Maximum preference on any single bid is $50,000; combined preferences across all programs cannot exceed $100,000. Questions are due June 30, 2026 at 3:00 p.m., with responses posted July 7. Award is anticipated August 10, 2026, following a five-day protest period (August 3–7).
Bidders must complete STD 204 (Payee Data Record), Darfur Contracting Act Certification, and DVBE and small business documentation forms.
