About this opportunity
The Illinois Tollway, an administrative agency of the State of Illinois, is seeking a qualified vendor to supply roadway reflectors through Invitation for Bid (IFB) 25-0128RR. The procurement encompasses multiple types of reflectors, including 3-1/4" diameter amber, crystal, and red prismatic center mount reflectors with aluminum housing for delineators; mono-directional crystal and amber prismatic barrier wall reflectors (Type C); and 3-1/4" crystal and amber mono-directional center hole guardrail reflectors with molded plastic bases (Type B). All reflector manufacturers must be listed on the Illinois Department of Transportation's Qualified Product List per IDOT Standard Specification Section 1097, with five currently qualified manufacturers identified: AKT, ARTUK Inc., Astro Optics LLC, Custom Products Corp, Pexco/Davidson Plastic, and Vega Plastics LLC. Delivery must be made FOB destination to the Illinois Tollway Central Warehouse in Naperville, Illinois, Monday through Friday between 8:30 a.m. and 2:00 p.m. Central Time, with all products subject to compliance with domestic content requirements mandating that all iron and steel products be domestically manufactured, produced, fabricated, and coated. The contract will be awarded to the lowest total responsive and responsible bid, with an initial three-year term effective August 3, 2026, renewable for up to ten years total. Vendors must submit written questions via email no later than May 12, 2026, at 10:00 a.m., and all bids must be submitted electronically through BidBuy no later than May 27, 2026, with paper submissions not accepted per CPO notice 2023.12.
There are no specific small business set-asides or Business Enterprise Program participation requirements identified in this solicitation. However, vendors employing fifteen or more full-time employees must obtain an Illinois Department of Human Rights Public Contracts Number, and vendors with aggregate pending bids and current State contracts exceeding $50,000 must register with the State Board of Elections. Vendors may claim Illinois-based business preferences or domestic product preferences with appropriate documentation, and those awarded contracts valued at $1,000 or more are subject to a $15 administrative fee for the Minority Contractor Opportunity Initiative. All vendors must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation insurance as required by law. The procurement document does not specify an estimated contract value or maximum bid amount in the publicly available materials, though the contract pricing is estimated rather than firm, and the total payments under the initial three-year term shall not exceed a maximum amount to be entered by the State prior to execution. Subcontracting is permitted with prior written approval for subcontractors with annual contract values exceeding $100,000.
