About this opportunity

Parker Water & Sanitation District (PWSD) is seeking bids for a comprehensive infrastructure project involving the construction of a new 24-inch raw water pipeline in Douglas County, Colorado. The project encompasses approximately 9,330 linear feet of pipeline installation, including valves, blowoffs, air release valves, vaults, fiber optic conduits, and handholes, with a trenchless crossing at Hess Road. Key deliverables include 16-inch connections near Bar CCC Pond and Regional Pond, a flow meter installation at Cherry Creek Pump Station, and a separate potable waterline at the South Water Reclamation Facility. Contractor qualifications are stringent, requiring bidders to have completed at least five projects with 5,000 linear feet of 24-inch or larger pipe installation within the past ten years, with tunnel contractors needing four similar tunnel project experiences. The bid is due on August 11, 2025, at 2:00 PM, with a mandatory pre-bid conference scheduled for July 17, 2025, at the PWSD office. The contract timeline is 485 consecutive days, targeting substantial completion by November 1, 2026, and final completion by December 31, 2026, with liquidated damages of $1,000 per day for substantial completion delays and $500 per day for final completion delays.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the documentation, the project will be funded by Parker Water and Sanitation District and will require extensive coordination with local jurisdictions and utility owners. The procurement documents do not list incumbent vendors or specify integration requirements with existing infrastructure. Although a precise project budget is not disclosed, the comprehensive technical specifications, multiple infrastructure components, and complex construction requirements suggest a significant municipal investment. The project involves work across multiple properties, including Town of Parker lands, Douglas County properties, and private parcels, with careful attention to environmental considerations such as 100-year FEMA floodplain management and rigorous erosion and sediment control plans. Bidding documents are available through the Bidnet platform, and contractors will be notified of bidding results via email or phone, indicating a competitive and transparent procurement process.
