About this opportunity

York County, Virginia's Central Purchasing office is requesting bids on construction of the Grafton Drive Sidewalk project (EN22-099-705, CN TAP-5B03(452), UPC 121106) under IFB No. B85601-EY, with bids due August 4, 2026 at 2:30 p.m. EST. This is a federally-funded project subject to Davis-Bacon Act wage requirements, Equal Employment Opportunity regulations, and Clean Air Act standards. Bidders must be prequalified by the Virginia Department of Transportation (VDOT) as prime contractors and possess a current Virginia Class A Contractors License.

The scope comprises construction of a new 5-foot-wide concrete sidewalk spanning 2,000 linear feet along the west side of Grafton Drive from the existing sidewalk in front of Grafton school complex to Timberline Loop, including one sidewalk drain with riprap and six ADA-compliant curb ramps. Concrete specifications call for Class A-3 air-entrained concrete (3,000 PSI) with expansion joints at ten-foot intervals. The work includes demolition of existing pavement and concrete, earthwork with specified fill and cut slopes of 3:1, erosion and sediment control measures, tree removal with complete stump extraction (clarified in Addendum 1, issued July 22, 2026), utility coordination through Miss Utility Virginia (811), and final restoration including topsoil, seeding, and mulch. Construction is scheduled 7:00 a.m. to 6:00 p.m. with a 35 mph speed limit on Grafton Drive maintained throughout. Substantial completion is required within 90 calendar days of Notice to Proceed; final completion within 120 calendar days. Liquidated damages are assessed at $600 per calendar day for delays beyond each milestone.

Contract award will be made to the lowest responsive and responsible bidder based on total base bid price. A 5 percent bid bond is required, with performance and payment bonds at 100 percent of the accepted bid required upon award. No retainage will be held. A one-year warranty is required following Final Completion. General liability and workers' compensation insurance proof must be provided within ten calendar days of award. The pre-bid meeting was held July 15, 2026 at 10:00 a.m. at York County Department of Public Works; bids are due August 4, 2026 and will be publicly opened 15 minutes after the deadline.
