About this opportunity
York County, Virginia is seeking qualified contractors to construct sanitary sewer improvements along Springfield Road through Invitation for Bids (IFB No. B108440-EY). The project scope encompasses the installation of approximately 2,850 linear feet of 8-inch PVC SDR-26 gravity sewer piping, 14 pre-cast concrete manholes, 135 linear feet of 6-inch PVC SDR-26 piping, 4-inch lateral connections and cleanouts, erosion and sediment controls, traffic control measures, trench excavation and backfill, pavement restoration, driveway repairs, and fence repairs across three distinct extensions. Successful completion requires contractors to obtain all necessary permits; coordinate with utility companies for protection and relocation of existing infrastructure; perform independent testing and inspections including soil compaction verification, low-pressure air testing, deflection testing, and closed-circuit television inspection; and submit record drawings with survey-level accuracy in sealed PDF and ArcGIS geodatabase formats. Contractors must hold a current Virginia Class A Contractors License and demonstrate a minimum of four years in the construction business with at least two similar projects completed within the past four years. The pre-bid meeting was held on March 4, 2026, at 10:00 AM at the construction entrance near the end of Springfield Road in Williamsburg, Virginia. Sealed bids were originally due March 24, 2026, but the deadline was extended to March 26, 2026, at 2:30 PM EST via four addenda that clarified specifications, confirmed material requirements, and addressed pavement restoration scope. Award will be made to the lowest responsive and responsible bidder based on total base bid price, with substantial completion required within 180 calendar days and final completion within 210 calendar days from Notice to Proceed; liquidated damages of $300 per calendar day apply for delays beyond each milestone.
The solicitation documents do not identify any set-aside designations, disadvantaged enterprise requirements, or restrictions on contractor eligibility based on organizational type. No incumbent vendors or current contractors are listed in the procurement materials. Contractors must provide a Bid Bond equal to five percent of the total bid amount and, upon award, must furnish Performance and Payment Bonds equal to one hundred percent of the contract price. Insurance requirements include Commercial General Liability with minimum limits of $2,000,000 general aggregate, Business/Personal Automobile Liability of $1,000,000, Workers' Compensation at Virginia statutory benefits, Excess Third-Party Liability of $5,000,000, and Pollution Liability of $1,000,000 per claim, with York County named as additional insured on a primary and non-contributory basis. An escrow account option is available for construction contracts valued at $200,000 or more under Virginia Code Section 2.2-4334. The estimated bid quantities provided for comparison purposes include 1 lump sum for erosion and sediment controls and traffic control, 264 square yards of trench repair, 10 concrete manholes, 2,350 linear feet of 8-inch piping, 135 linear feet of 6-inch piping, 19 lateral connections and cleanouts, and 120 square yards of driveway and road repairs, though no specific budget range or estimated contract value is disclosed in the solicitation documents. Final payment will be based on actual quantities as determined during contract performance, with unit prices quoted by bidders maintained throughout the contract term for any change orders or additions resulting from changed conditions.
