About this file
ADDENDUM NO. 2 to IFB No. B108440-EY for Springfield Road Sanitary Sewer Improvements, issued by York County, Virginia Central Purchasing on March 16, 2026, clarifies and modifies specifications and quantities in the original solicitation. The project involves installation of approximately 2,850 linear feet of 8-inch PVC SDR-26 gravity sewer piping, 14 pre-cast concrete manholes, 135 linear feet of 6-inch PVC SDR-26 piping, 4-inch lateral connections and cleanouts, erosion and sediment controls, traffic control, trench excavation and backfill, pavement restoration, driveway repairs, and fence repairs. The addendum confirms that the deadline for sealed bid submission remains March 24, 2026, at 2:30 PM EST. Key modifications address specification conflicts between the original bid form and project plans, establishing that all piping shall be PVC SDR-26, cleanouts shall be Schedule 80, Schedule 40, or PVC SDR-26, and that full width mill and overlay of the road is not required as part of the project. The addendum revises the bid form and project manual in their entirety to reflect corrected quantities for multiple items including fence repair (75 linear feet), manholes, gravel road repair, trench repair, laterals, and driveway repairs. Mobilization and clearing and grubbing are confirmed as incidental to other bid items, while erosion and sediment control requirements align with Virginia DEQ 18 Minimum Standards.
The addendum maintains the substantial completion deadline of 180 calendar days and final completion within 210 calendar days from Notice to Proceed without extension, with liquidated damages of $300 per calendar day for delays. Award will be made to the lowest responsive and responsible bidder. Contractors must hold a current Virginia Class A Contractors License and demonstrate a minimum of four years in the construction business with at least two similar projects completed within the past four years. A Bid Bond equal to five percent of the total bid amount is required, with Performance and Payment Bonds of one hundred percent of the contract price upon award. Insurance requirements include Commercial General Liability of $2,000,000 general aggregate, Business/Personal Automobile Liability of $1,000,000, Workers' Compensation at Virginia statutory benefits, Excess Third-Party Liability of $5,000,000, and Pollution Liability of $1,000,000 per claim, with York County named as additional insured on a primary and non-contributory basis. Bidders must acknowledge receipt of the addendum by returning the certification page signed and sealed with their bid submission. Final payment will be based on actual quantities determined during contract performance, with unit prices maintained for any change orders resulting from changed conditions.
