About this file
This is Addendum No. 2 to Invitation for Bid (IFB) No. B108440-EY issued by the County of York, Virginia Central Purchasing for the Springfield Road Sanitary Sewer Improvements project. The addendum, issued on March 16, 2026, modifies the original solicitation and consists of 150 pages including questions and responses, a revised bid form, and a revised project manual. Key clarifications address pipe specifications (all piping shall be PVC SDR-26), cleanout standards (Schedule 80, Schedule 40, or PVC SDR-26), and confirmation that full-width mill and overlay of the road is not required as part of this project. The addendum confirms that mobilization and clearing and grubbing are incidental to other bid items and includes revised quantities for multiple pay items including manhole count, gravel road repair, trench repair, four-inch laterals, asphalt driveway repair, and concrete driveway repair, with all revisions detailed on the updated Bid Form (Revised Addendum 2). The bid due date remains March 24, 2026 at 2:30 PM EST, and the substantial completion time remains at 180 calendar days with no extensions permitted. Traffic must be maintained throughout construction, and existing driveway culvert cleaning is required per the pay item description in the project manual, with replacement of culverts in kind being incidental to the project.
No pricing terms, set-asides, or funding information is specified in this addendum document. The addendum serves primarily as a clarification tool to address bidder questions regarding material specifications, work scope definitions, and quantity confirmations that differed between the original bid form and project plans. Contractors must certify receipt and incorporation of Addendum 2 by completing and returning the signed certification form with their bid submittal.
