About this opportunity

The California Employment Development Department is requesting bids on on-site confidential destruction services for its Southern California Region facilities under IFB No. 129877, with bids due August 18, 2026 at 3:00 p.m. Pacific Time. Small Business/Microbusiness (SB/MB) and Small Business/Nonprofit Veteran Service Agency (SB/NVSA) certifications carry a five percent preference; a Disabled Veteran Business Enterprise (DVBE) incentive of one to five percent is available based on certified participation levels. No subcontracting is permitted.

The contractor shall provide mobile shredding services for complete destruction of confidential documents — paper, paper clips, sticky notes, glossy paper, NCR paper, and hanging file folders — across 57 office locations throughout Southern California. The estimated annual volume is 600,000 to 1,000,000 pounds of material, charged per 64-gallon bin tip. Services will be scheduled on a weekly, biweekly, monthly, or quarterly basis depending on location, with collection occurring Monday through Friday between 7:00 a.m. and 4:00 p.m., excluding state holidays. The contractor must supply all materials, equipment, supplies, labor, vehicles, and power at no additional cost.

The contractor must maintain a minimum of two enclosed, truck-mounted industrial shredders capable of processing at least 3,500 pounds of paper material per hour and comply with National Association for Information Destruction (NAID) standards. All contractor employees require background investigations including fingerprinting and FBI/California Department of Justice checks; the EDD absorbs these costs if the preferred vendor is used. Required insurance includes general liability ($1,000,000 per occurrence), workers' compensation and employers liability ($1,000,000), and automobile liability ($1,000,000 per accident).

The contract term runs from December 1, 2026 through November 30, 2029. Award is expected the week of August 24, 2026 and will be made to the lowest responsible bidder meeting specifications. Public bid opening is August 20, 2026 at 9:00 a.m.
