About this opportunity
The California Employment Development Department is soliciting bids for on-site confidential destruction services at 56 EDD facilities throughout the Southern California region under IFB No. 129877, with bids due July 21, 2026 at 3:00 p.m. (PT).
Small Business/Microbusiness (SB/MB) and Small Business/Nonprofit Veteran Service Agency (SB/NVSA) certifications receive a 5% preference; Disabled Veteran Business Enterprise (DVBE) participation incentives range from 1% to 5% depending on participation level. A National Association for Information Destruction (NAID) certificate is required at bid submission.
The contractor must provide mobile shredding services for confidential documents—paper, paper clips, sticky notes, glossy paper, NCR paper, and hanging file folders—across all 56 locations listed in Exhibit A-2. The estimated annual volume is 600,000 to 1,000,000 pounds, though the EDD does not guarantee a minimum. Services will be scheduled weekly, biweekly, monthly, or quarterly by location, Monday through Friday between 7:00 a.m. and 4:00 p.m., excluding state holidays. The contractor must operate a minimum of two trucks, each equipped with an enclosed, truck-mounted industrial shredder capable of processing at least 3,500 pounds of paper per hour. All materials must be shredded into particles no larger than 5/8 inch wide by 1-1/2 inches long and rendered unrecoverable. Pricing is charged per bin tip, with each location treated as a separate customer for billing purposes. Monthly invoices must include location, date of service, and charges per visit, supported by receipts. No subcontracting is permitted.
The contractor must maintain general liability insurance with $1,000,000 minimum per occurrence, workers' compensation insurance with $1,000,000 limits, and automobile liability insurance with $1,000,000 per accident coverage. The contract term runs December 1, 2026 through November 30, 2029. Public bid opening is scheduled July 23, 2026 at 9:00 a.m. (PT), with intent to award expected the week of July 27, 2026. The contractor is responsible for all costs including materials, equipment, labor, vehicles, and power.
