Contractors must possess multiple complex certifications and licenses, including Hazardous Substance Removal Certification, Hazardous Materials Transportation License, Trauma Scene Waste Management Practitioner Certificate, and Hazardous Waste Transporter Registration. Key qualifications include maintaining Hazardous Materials Certificates, Confined Space Entry Certification, and HAZWOPER training for all employees. The solicitation includes a 25% Small Business (SB) participation goal, with a Disabled Veteran Business Enterprise (DVBE) incentive program offering 1-5% incentives based on DVBE participation levels. While DVBE participation is not mandatory, it can provide a competitive advantage during evaluation. The current incumbent contractor is Dillard Environmental Services, whose existing bid proposal indicates potential contract values around $702,965.00. Pricing will be based on hourly rates for personnel (ranging from $150-$200 per hour) and equipment, with additional per-unit costs for materials and waste disposal. Contractors must provide comprehensive crews including lead technicians, bio-hazard personnel, operators, confined space personnel, and spray technicians. Prevailing wages will apply if the total bid amount exceeds $15,000. The solicitation requires contractors to have multiple specialized licenses, including a Pest Control Business license, Qualified Applicator License, and registration with county agricultural commissions for disinfectant application. Caltrans will verify contractor qualifications and may award contracts to up to two bidders meeting all specified requirements.
