About this file
This is Addendum No. 2 for Invitation for Bid (IFB) #02A2361 issued by the California Department of Transportation (Caltrans) for Encampment Site Waste Removal and Cleanup Services in nine Northern California counties. The addendum contains nine questions and answers clarifying aspects of the bid requirements, including equipment specifications, waste storage responsibilities, and drum disposal procedures. The addendum includes a copy of the pre-bid conference sign-in sheet and maintains all other terms and conditions from the original IFB.
The incumbent contractor is Dillard Environmental Services, whose detailed bid proposal is included showing their current pricing structure. Their proposal outlines hourly rates for personnel ranging from $150-$200 per hour for project managers to $145 per hour for technicians, equipment rates including $200 per hour for skid loaders, and materials costs such as $55 per 55-gallon drum and $750-$1500 per bin depending on size. The total estimated contract value based on their bid is $702,965.00. The addendum specifies that waste storage is the contractor's responsibility, not Caltrans, and confirms that bin waste is limited to non-hazardous debris only.
