About this opportunity
Jordan School District (JSD) is soliciting bids for a Greenhouse Upgrade project at the JATC South facility located in Riverton, Utah, through an Invitation for Bid (IFB). The project scope includes comprehensive greenhouse system improvements, specifically removing and installing new irrigation and propagation systems, supplying and installing a new soil mixing and pot filling station, implementing a new hanging basket system, and removing the existing hydroponic system. Bidders must have a minimum of five years of experience as a licensed Utah contractor and must submit a base bid cost that includes a $5,000 construction allowance. A mandatory pre-bid walk-through is scheduled for Thursday, December 4, 2025, at 9:30 a.m. MST, with questions due by Friday, December 12, 2025, at 1:30 p.m. MST. Bids are due electronically through Utah Public Procurement Place (U3P) Bonfire by Wednesday, December 17, 2025, at 2:00 p.m. MST, with the project expected to be substantially completed by February 28, 2026. The award will be made to the lowest responsive and responsible bidder, with bid security required for bids over $50,000.
The procurement includes several important restrictions and compliance requirements. Bidders must provide a bid bond equal to five percent of the total bid price, with performance and payment bonds required prior to commencing work. Contractors must comply with Utah State Drug and Alcohol Testing Code, E-Verify requirements, and provide comprehensive liability insurance. The solicitation includes a Public Contract Boycott Restriction Statement requiring vendors to certify they are not engaged in economic boycotts of Israel or specified categories of companies. Additionally, contractors must complete a URS Post-Retired Verification Form if they are retired URS members seeking to work on the project. Liquidated damages of $500 per calendar day will be assessed for delays beyond the completion date. While no specific budget range is explicitly stated, the inclusion of a $5,000 construction allowance suggests the project has financial flexibility. The bid remains valid for 30 days after the receipt date, providing potential contractors a reasonable window for consideration.
