About this opportunity

The City of St. George is requesting bids on crack seal services across approximately 150+ city roadway segments under IFB 26-304, with bids due October 20, 2026 and questions due October 9, 2026. No pre-bid meeting is scheduled. All bids must be submitted via sgcity-utah.bonfirehub.com.

The scope covers crack sealing on Arterial, Collector, and Local classification roads distributed across residential, commercial, and transportation corridors throughout St. George. The roadway inventory totals over 1.5 million square feet of surface area requiring treatment, with individual high-volume segments including Lagoon Parkway (427,525 square feet), Airport Parkway (211,994 square feet), Venture Drive (112,666 square feet), and multiple sections of Hilton Drive. Bidders must examine site conditions, review all drawings and specifications including any addenda, and submit a construction schedule using spreadsheet or scheduling software detailing all main work categories.

Construction must commence no later than December 1, 2026, with completion required by February 27, 2027. Liquidated damages are assessed at $250 per day for failure to complete work within contract time and an additional $250 per day for failure to repair deficiencies within 10 days of notification. Each bidder must submit a bid bond equal to five percent of the total bid amount; the three lowest responsible bidders will have their bonds retained until final bid comparison. The successful bidder must execute the agreement and obtain performance and payment bonds, each at 100 percent of the contract price, within ten calendar days of Notice of Award.

Award will be made to the lowest responsible bidder based on the Base Bid. Unit prices submitted by bidders will govern in cases of discrepancies, and the City retains discretion to add or remove line items. All contractors and subcontractors must comply with E-Verify verification of employee eligibility and provide certificates of insurance prior to commencing work. The City will retain five percent of each progress payment until final completion and acceptance.
