About this opportunity

The California Department of Transportation (Caltrans) is soliciting bids through an Invitation for Bid (IFB) #11A4379 for emergency generator service and repair contractor services across San Diego and Imperial Counties. The procurement seeks a qualified contractor to provide comprehensive maintenance and repair services for 12 stationary generators located at 11 sites, including facilities such as the South and North HOV Buildings, Descanso Maintenance Station, Kearny Mesa Maintenance Station, Route 15 & 40th Street Tunnel Control Building, Glorietta Plaza in Coronado, El Centro Maintenance Station, Coronado Bridge locations, and Buckman Springs Rest Area. The contractor must deliver routine services (monthly standby electric set reliability tests, quarterly visual and operational inspections, and annual lubrication and maintenance) during normal business hours Monday through Friday from 7:00 a.m. to 3:30 p.m., excluding State holidays, while maintaining 24/7 non-routine emergency service availability. Additionally, the contractor must own, maintain, and keep three 150-kilowatt 480-volt portable generators in ready-for-use condition for emergency deployment. The bid proposal encompasses seven line items including monthly reliability tests, quarterly inspections, annual maintenance services, unforeseen labor (160 hours), non-routine service and repairs (72 hours), and portable generator provision and maintenance (150 hours), with a maximum materials and parts allowance of $10,000. Required qualifications include possession of a current Class A General Engineering Contractor license or C-10 Electrical Contractor license from the California Contractors State Licensing Board, valid Department of Industrial Relations registration, and comprehensive insurance coverage including workers' compensation, general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and pollution liability ($1,000,000 per incident/$2,000,000 annual aggregate). The bid submission deadline is March 19, 2026, at 2:00 p.m. Pacific Time, with bid opening at 2:30 p.m. the same day and an estimated award date of April 1, 2026, with contract commencement on April 1, 2026, or upon Caltrans approval, and expiration on March 30, 2029.

The solicitation includes a Small Business participation goal of 25 percent and a mandatory 3 percent Disabled Veteran Business Enterprise (DVBE) participation requirement. A Payment Bond equal to 100 percent of Service Request amounts exceeding $25,000 is required, and prevailing wage requirements apply if the bid amount exceeds $15,000. The total bid proposal shall not exceed $461,000.00, with any bid exceeding this amount deemed non-responsive and rejected. The addendum notes that the previous solicitation did not receive the minimum number of responsive and responsible bids, necessitating this new posting; information regarding current or past contracts, incumbent contractors, and previous contract award amounts must be requested through the California Public Records Act (CPRA). The portable generators referenced in the bid proposal were last deployed for emergency use approximately six to seven years ago. Caltrans reserves the right to reject all bids for reasonable cause and will award the contract to the lowest responsive and responsible bidder meeting all specifications.
