About this opportunity
The California Department of Rehabilitation (DOR) has issued Invitation for Bid (IFB) #C25-33047 for Equipment and Appliance Maintenance, Service and Repair services targeting Southern California Counties. The procurement seeks a contractor to provide comprehensive maintenance, repair, and service for commercial food service equipment used in Business Enterprises Program (BEP) facilities, including ranges, food warmers, microwave ovens, dishwashing machines, and other kitchen equipment. The contractor will be responsible for evaluating equipment problems and consulting with Business Enterprise Consultants regarding repairs and operational issues. Key deliverables include labor services at $75 per hour with an estimated 1,740 contract hours, and parts reimbursement up to 40% of wholesale costs. Bidder minimum qualifications include maintaining a valid California business license, providing proof of insurance with specific liability limits, and demonstrating compliance with state tax and civil rights regulations. Critical procurement dates include a bid submission deadline of July 3, 2025, a bid opening on July 7, 2025, and an anticipated contract award date of August 2, 2025. The contract is scheduled to run from August 15, 2025 through June 30, 2028, with an anticipated total budget of $225,000.
The solicitation includes specific set-aside and participation goals, notably a Disabled Veteran Business Enterprise (DVBE) Incentive with potential evaluation preferences ranging from 1% to 5% for DVBE involvement. The state seeks 25% Small Business and 3% DVBE participation targets, with bidders able to meet these goals by being a certified DVBE firm, committing to a certified DVBE subcontractor, or submitting a Business Utilization Plan. Bidders must comply with various state regulations, including the Darfur Contracting Act, which requires certification regarding business activities outside the United States. Generative Artificial Intelligence (GenAI) usage must be disclosed, with the state reserving the right to incorporate special provisions or reject bids presenting unacceptable risks. Additional compliance requirements include certification under the Unruh Civil Rights Act and Fair Employment & Housing Act, with potential contract disqualification for non-compliance. The procurement is open to businesses licensed in California, with corporations and out-of-state businesses required to provide additional documentation verifying their ability to conduct business in the state. Federal fund expenditures are anticipated, necessitating certification that bidders have not been debarred or suspended from federal government business.
