About this opportunity
Screven County School Food Authority is requesting sealed bids for fresh bread products under its School Nutrition Program, with bids due June 24, 2022 at 3:00 p.m. EST at the Screven County Board of Education M & O Office. This opportunity carries a Buy American Act requirement mandating at least 51% domestically-sourced agricultural commodities.
The scope covers multiple bread categories: loaf bread in 51% whole grain white, enriched white, and 100% whole grain varieties; hamburger and hot dog buns in three grain varieties each; hoagie rolls sliced in two varieties; and dinner rolls in four varieties. All items are specified by ounce per portion and grain equivalent servings. Bread must be fresh, not frozen, and cannot be drop-shipped. Weekly deliveries are required to three designated Screven County schools (Elementary, Middle, and High School), with school nutrition employees present to receive shipments.
Vendors must comply with HACCP plans including 24/7 recall procedures, provide nutritional data for all items, carry general liability insurance of at least $500,000 and workers' compensation coverage, and comply with federal debarment and suspension requirements for bids exceeding $25,000 and E-Verify employment authorization. All pricing must be firm throughout the contract period unless economic adjustments are mutually agreed upon in writing, and must include packing and transportation charges with Federal Excise Tax and State Sales Tax excluded. Payment will be made within thirty days of invoice receipt.
The contract term runs from July 1, 2022 through June 30, 2023, with options for a three-month extension and up to four additional one-year renewals based on mutual written agreement and vendor performance. Amendment #1, issued June 13, 2022, confirms the contract term; vendors must acknowledge receipt of this amendment with their bid submission. Written questions are due by June 15, 2022. The SFA reserves the right to award to a single or multiple vendors and includes a piggybacking clause allowing other school districts to participate under identical terms.
