About this opportunity

Texas Tech University Health Sciences Center (TTUHSC) is requesting bids for optical supplies to serve 19 designated Texas Department of Criminal Justice prison facilities across West Texas under IFB 739-SL3809803, with bids due July 17, 2026 at 4:30 p.m. Central Time. A Historically Underutilized Business (HUB) Subcontracting Plan is required if expected expenditures exceed $100,000.

The scope comprises 15 specified line items: Titmus eyeglass frames (SC900 and 70F models) in various colors, detachable sideshields, plastic lenses (single, bifocal, and trifocal), adjustable nosepieces, temples, screws, and slab-off services. Bidders must provide per-unit pricing for each line item and offer a minimum discount percentage on additional products not listed. Delivery must occur within 10–15 days from order receipt, with freight included in pricing. Bidders must hold current status with the Texas Comptroller of Public Accounts, appropriate certifications and licenses, and comply with federal restrictions on foreign adversary ownership or control.

TTUHSC reserves the right to award based on lowest line item bid, lowest total, or any combination serving its interests, and may reject any or all bids or accept partial quantities. Evaluation criteria include cost, bidder reputation, product quality, alignment with TTUHSC's needs, past relationship history, and total long-term acquisition costs. Three client references are requested. Bid validity must extend for a minimum of 90 days from submission. Pricing shall be quoted on a per-unit basis with unit prices governing in case of extension errors; all prices must exclude state sales tax and federal excise tax. Contract term is not specified but may be extended up to three months at TTUHSC's discretion. The solicitation is subject to Texas Tech University System Board of Regents approval and may be terminated without penalty if funding becomes unavailable. Bids are submitted preferably through the TechBid online system or alternatively by mail to the TTUHSC Purchasing Office in Lubbock, Texas.
