No bidders' conference or site visit is referenced. Bid validity must extend for a minimum of 90 days following the submission deadline to allow for evaluation and contract award.

Pricing shall be quoted on a per-unit basis with unit prices governing in case of extension errors, and all prices must exclude state sales tax and federal excise tax. TTUHSC reserves the right to award based on lowest line item bid, lowest total, or any combination serving its interests, and may reject any or all bids or accept partial quantities. A Historically Underutilized Business (HUB) Subcontracting Plan is required if expected expenditures exceed $100,000. Vendors must meet minimum qualification requirements including current status with the Texas Comptroller of Public Accounts, appropriate certifications and licenses, and compliance with federal restrictions on foreign adversary ownership or control. The evaluation criteria include cost, bidder reputation, product quality, alignment with TTUHSC's needs, past relationship history, and total long-term acquisition costs. Three client references are requested, and the contract term is not specified but may be extended up to three months at TTUHSC's discretion. The solicitation is subject to Texas Tech University System Board of Regents approval and may be terminated without penalty if funding becomes unavailable.

IFB 739-SL3809803

1.1 Introduction

The Texas Tech University Health Sciences Center (“TTUHSC”), a part of the Texas Tech University System, seeks bids from qualified firms for Optical Supplies (the “Products”).

1.2 Description of Texas Tech TTUHSC Health Sciences Center

TTUHSC has as its major objectives the provision of quality education and development of academic, research, patient care, and community service programs to meet the health care needs of West Texas, which in total is comprised of 108 counties and represents 50% of Texas’ land mass and 11% of its total population. This 131,000 square mile service area and population of 2.7 million has been, and remains highly underserved by health professionals and accessible health care facilities, despite the substantial and meaningful contribution made by our institution. While education of students and residents remains the primary focus of the institution, there has been an important impact on the health status of West Texas.
