About this file

This is an Addendum No. 1 to an Invitation for Bid (IFB 739-SL3809803) issued by Texas Tech University Health Sciences Center (TTUHSC) for optical supplies to serve 19 Texas Department of Criminal Justice prison facilities. The document provides official responses to vendor questions regarding product specifications, sample requirements, volume estimates, and pricing structure. The solicitation encompasses 15 line items including Titmus eyeglass frames (SC900 and 70F models), detachable sideshields, plastic lenses (single, bifocal, and trifocal), adjustable nosepieces, temples, screws, and slab-off services. TTUHSC clarified that no sample kits are required and that frame styles typically ordered are in sizes 49, 51, 54, and 57, with frames meeting prison safety standards. The volume forecast for September 2025 through May 2026 totals 3,382 units across all 19 facilities, with monthly variations ranging from 138 to 476 units. Pricing is requested on a per-pair basis for lens items, and delivery must occur within 10-15 days from order receipt with freight included in all quoted prices.

Vendors must provide per-unit pricing for each specified line item and offer a minimum discount percentage on additional unlisted products. All pricing must exclude state sales tax and federal excise tax, with unit prices governing in case of extension errors. TTUHSC reserves the right to award based on lowest line item bid, lowest total, or any combination serving its interests, and may reject any or all bids or accept partial quantities. Evaluation criteria include cost, bidder reputation, product quality, alignment with TTUHSC's needs, past relationship history, and total long-term acquisition costs. A Historically Underutilized Business (HUB) Subcontracting Plan is required if expected expenditures exceed $100,000. Bidders must hold current status with the Texas Comptroller of Public Accounts and appropriate certifications, and comply with federal restrictions on foreign adversary ownership or control. Bid validity must extend for a minimum of 90 days from submission, and the contract term may be extended up to three months at TTUHSC's discretion.

RESPONSE TO QUESTIONS

The following responses to participant questions are fully incorporated into the Invitation for Bid 739- SL3809803.

Question TTUHSC Response

1. Will all 19 locations listed require a sample ‘try-on’ kit, and if so, will it be required to have one sample of every available size in every style offered, or only one sample per frame style?

• We will not need a sample. The sizes we usually order is 49, 51, 54 and 57.

We usually only have 1 frame and that depends on the price and how it is made.

Must be safe to have in a prison setting. If vendor has a specific one they can add it to the bid.

2. Can TTUHSC provide estimated volumes of each unit, and confirm if volume is in individual lenses or pairs?

• See Below for 9/2025 to 5/2026. I do not have the numbers for June or July yet.

3. For line items 8, 9, and 10 is listed for “lenses” (plural) as a “per unit” price request. Can TTUHSC confirm if they are looking at a price per individual lens (meaning one pair of glasses would be billed for 1 left lens and 1 right lens) or if TTUHSC is requesting a price per pair of lenses (Left + Right lens together)?

• Price per pair of lenses (Left & Right lens together)

4. Does “per unit” means lenses as an individual unit or a per pair unit?

• Per pair
