Key qualifications include maintaining air-conditioned, secured vehicles, having drivers with valid Florida driver's licenses, being bondable, and passing Level 2 background checks. Evaluation criteria will focus on past performance, including detailed references demonstrating previous delivery experience, frequency of deliveries, vehicle specifications, and comprehensive contact information from prior service recipients.

The solicitation encourages participation from Minority/Women-owned Business Enterprises (M/WBEs) and has specific restrictions on contractor composition. The contract requires a local contractor with local employees, prohibiting the use of subcontractors, sub-contracted labor, or day labor. Contractors must provide an employee listing with full names, Social Security Numbers, and contact information, and develop an approved dress code for personnel. Drivers must be physically capable of performing courier services and will use County-issued access badges. While no specific budget range was disclosed, the contract includes provisions for performance monitoring with potential pro-rated deductions for incomplete tasks. The procurement emphasizes local economic engagement and strict operational standards, requiring contractors to maintain a drug-free workplace and comply with Americans with Disabilities Act guidelines.
