About this opportunity
The State of California Department of Forestry and Fire Protection (CAL FIRE) seeks to procure fifty-six (56) units of low-friction driver training systems for the Ione Training Center (CFTC Ione) in Ione, California, serving Amador County and the broader state training mission. The driver training systems are low-friction training rings designed to fit standard 235/45R18 vehicle tires and must simulate diminished traction conditions for controlled driver training scenarios to enable personnel to practice skid and traction-loss maneuvers safely. The rings must be constructed from hard polymer, composite polymer, or other non-metallic materials with strength and wear resistance comparable to commercial systems used by law enforcement and emergency vehicle training programs, include installation hardware, specialized installation tools, safety guidelines, and warranty information, and remain compatible with tire sizes while operating effectively in temperatures ranging from 0°C to 50°C and resisting UV exposure, moisture, and petroleum-based contaminants. Bids are due by May 29, 2026, at 5:00 PM PT, submitted via email to Corrine.Johnson@fire.ca.gov and Andrew.Perez@fire.ca.gov, with a public bid reading scheduled for June 1, 2026, at 2:00 PM PT via Microsoft Teams. A question and answer period runs from May 13, 2026, through May 19, 2026, at 3:00 PM PST, with answers posted by May 22, 2026, at 5:00 PM. Award will be made on an "all or none" basis to the responsive and responsible bidder with the lowest cost, including all applicable preference and incentive calculations, with all pricing quoted as F.O.B. Destination, Freight Prepaid, and all costs inclusive with no additional fees permitted. Bidders must submit completed documentation including the Agreement Cover Letter, Bidder Declaration Form, DARFUR Contracting Act Vendor Certification, California Civil Rights Laws Certification, Payee Data Record (STD 204), Postconsumer-Content Certification, Cost Worksheet in Microsoft Excel format, and a Narrative Response, along with an Authorized Reseller letter if not the original equipment manufacturer.
The solicitation incorporates multiple socioeconomic preference programs including a Disabled Veteran Business Enterprise (DVBE) incentive, a 5 percent small business preference, a 5 percent preference for non-small businesses claiming 25 percent California-certified small business subcontractor participation, a Small Business Nonprofit Veteran Services Agencies (SB/NVSA) preference, and an optional Target Area Contract Preference Act (TACPA) preference. All certified small business or DVBE participants must perform a Commercially Useful Function as defined in applicable state law. Bidders claiming any preferences or incentives must submit additional documentation specific to those programs. The procurement documents do not disclose a specific incumbent contractor, existing vendor baseline, or current equipment specifications beyond the stated requirements for tire compatibility and performance standards. The cost worksheet calculates a sales tax rate of 7.75% and requires bidders to enter proposed unit costs with extension costs automatically calculated by multiplying the contract unit price by the quantity of fifty-six units, though no explicit budget range or award value is published in the available solicitation materials. All bids must comply with California standard terms and conditions (STD 205), prevailing wage requirements where applicable, state procurement law, and civil rights statutes, with the state reserving the right to terminate contracts for convenience and enforce remedies for non-compliance or breach.
