About this file

This is a specifications document for an Invitation for Bid (IFB) issued by the California Department of Forestry and Fire Protection (CAL FIRE) for Driver Training Systems to support operations at the Ione Training Center in Ione, California. The bid requests low-friction driver training rings designed to fit standard 235/45R18 vehicle tires. These systems simulate diminished traction conditions for controlled driver training scenarios, enabling personnel to practice skid and traction-loss maneuvers in a safe, supervised environment. The rings must be rigid, durable, and constructed from hard polymer, composite polymer, or other non-metallic materials with strength and wear resistance equal to or greater than comparable commercial systems used by law enforcement and emergency vehicle training programs. Each pair of rings must include installation hardware, a specialized tool for tire suction during installation, safety guidelines, and warranty information.

The specifications require that the driver training rings reduce the coefficient of friction between tire and road surface while remaining securely in place during typical training maneuvers and remaining removable without damaging tires or vehicles. The system must be compatible with 235/45R18 tire sizes and operate effectively in temperatures ranging from 0°C to 50°C (32°F to 122°F) while resisting UV exposure, moisture, and petroleum-based contaminants. Vendors must provide documentation verifying tire compatibility, expected service life or estimated training cycles under normal use, and ensure that materials are non-metallic or coated to prevent roadway scoring and do not interfere with vehicle braking systems or sensors. The document specifies that vendors may propose equivalent or improved designs, materials, or construction methods provided the product meets all stated performance, durability, safety, and dimensional requirements for low-friction driver training applications.

Attachment 4 - Specifications Driver Training Systems

IFB # 5PA5K00977_01

SCOPE

These specifications set forth the requirements for the Driver Training Systems, needed to facilitate the duties of CAL FIRE’s Ione Training Center personnel.

SPECIFICATIONS

Dimensions

• Standard Tire Size: 235/45R18 Construction

• Rigid, durable ring designed to be fitted over a standard vehicle tire.

• Manufactured from hard polymer, composite polymer, or other non-metallic durable material with equal or greater strength and wear resistance.

• Material must maintain structural integrity under normal driver training conditions, including repeated acceleration, braking, turning, and extended contact with asphalt or concrete surfaces.

• Material shall not produce sparks or pose a fire hazard.

• System must be resistant to cracking, chipping, or deformation under ambient operating temperatures typically found in California training environments.

Functional Requirements

• The system must reduce the effective coefficient of friction between the tire and road surface, simulating diminished traction.

• The installed system shall provide predictable, consistent low-traction behavior suitable for controlled driver training scenarios.

• The ring must fit securely around the tire and remain in place during typical training maneuvers.

• Installation must not require modification to the vehicle or tire.

• A specialized tool must be included to suck in the tire to allow the ring to be slipped over the tire.

• The ring must be removable without damaging the tire.

Compatibility Requirements

• Must be compatible with commonly available tire models in the 235/45R18 size class.

• Vendor shall provide documentation verifying compatibility with tire size

235/45R18.

Performance Requirements

• System must support repeated use on paved surfaces (asphalt or concrete).

• Must withstand speeds customary for controlled training exercises (e.g., low-to-moderate speeds typical of skid and traction-loss simulation).

• Vendor shall provide expected service life or estimated number of training cycles under normal use.

Safety Requirements

• Materials shall be non-metallic or coated to prevent roadway scoring.

• System shall not create hazardous debris under normal use.

• System must not interfere with vehicle braking systems, sensors, or wheel wells.

Environmental / Operational Conditions

• Must operate effectively in temperatures ranging from 0°C to 50°C (32°F to

122°F).

• Must be resistant to UV exposure, moisture, and petroleum-based contaminants typically found on training yards.

Deliverables

• Each pair must include any required installation hardware or instructions.

• Vendor must supply safety guidelines for use in training scenarios.

• Warranty information must be provided with all delivered units.

The low-friction driver training rings shall be functionally comparable to commercially available traction-reduction driver training systems used by law enforcement and emergency vehicle training programs. These systems typically consist of a rigid polymer or composite ring installed over a vehicle tire to create a significantly reduced coefficient of friction, enabling controlled simulation of traction-loss scenarios such as skid, slide, or ice-like conditions.

Any offered product must meet or exceed the performance, durability, safety, and dimensional requirements described in this specification. Vendors may provide equivalent or better designs, materials, or construction methods, provided that the product:

• Fits tires in the 235/45R18 size class.

• Installs securely over the tire without modification.

• Provides an operational low-friction training effect consistent with systems of this type.
