About this opportunity

Baltimore City Public Schools is requesting bids on complete elevator replacement at Hampstead Hill Academy Pre-K to 8 School #047 under IFB-27001, with bids due August 3, 2026 at 11:00 a.m. (extended from July 23 via Addendum 2) and a mandatory pre-bid site visit on June 29, 2026 at 10:00 a.m.; vendors who did not attend the site visit are ineligible to bid. MWBE participation goals total 37 percent (27% MBE and 10% WBE), with no sub-goals. The awarded contractor must self-perform at least 51% of elevator work and cannot subcontract beyond that threshold.

All bidders must hold prequalification from the Baltimore City Department of Public Works Contractors Qualification Committee, a valid Maryland contractor's license, and a Certificate of Good Standing. Contractors must possess EPA Lead-Based Paint Certification and Renovator Certification and submit worker training records. A 2% bid bond of the lump sum bid price is required.

The scope includes complete elevator replacement with labor, materials, equipment, and installation services. The base bid includes a $15,000 allowance for unforeseen hazmat testing and remediation, alternate pricing for cylinder protection, and unit-rate pricing for well hole re-drilling and replacement. Work is performed on-site at 500 S. Linwood Avenue, Baltimore, Maryland 21224. The contract term is twelve months or 365 days from Notice to Proceed. During the school year, all work must occur between 4:00 p.m. and midnight Monday through Friday; daytime work is permitted during summer (last day of school through August 15). No audible or visible work is permitted between 7:00 p.m. and 7:00 a.m. or on weekends per City Code.

The contract is locally funded with no state prevailing wage requirements, but Baltimore City Living Wage requirements and Maryland prevailing wage apply. Payment and Performance Bonds are required within ten business days of award at the contractor's expense. The contractor must obtain all required permits and pay associated fees. Questions are due July 7, 2026 at 4:00 p.m. Bids are submitted via eMaryland Marketplace Advantage (eMMA). Addendum 2 addresses 34 bidder questions from the pre-bid meeting and requires acknowledgment of receipt in proposals.
