This is Addendum #2 issued by Baltimore City Public Schools Office of Procurement for IFB-27001, an elevator replacement project at Hampstead Hill Academy Pre-K to 8 School #047. The addendum addresses clarifications and modifications to the original solicitation and provides answers to 34 questions submitted by prospective bidders following the pre-bid meeting. The original bid due date has been extended to Monday, August 3, 2026, at 11:00 a.m., and vendors must acknowledge receipt of the addendum in their bid proposals or risk having their bids deemed non-responsive. The pre-bid site visit was mandatory, and vendors who did not attend are ineligible to bid. All work during the school year must be completed between 4:00 p.m. and 12:00 a.m., Monday through Friday, with daytime work permitted during summer break. The project is slated to commence after school board approval of procurement, with all work to be completed within twelve months or 365 days from issuance of the Notice to Proceed letter.

This is a locally funded project with no prevailing wage requirements, and the contractor must comply with local Minority and Women Business Enterprise (MWBE) goals totaling 37 percent (27% MBE and 10% WBE) and Baltimore City prequalification requirements for all trades. The $15,000 allowance for abatement covers unforeseen hazmat testing and remediation only, as specified in specification section 012100. The contractor is responsible for obtaining and paying all required permits and associated fees, providing a responsible on-site supervisor at all times, maintaining builder's risk insurance, and submitting paid permit receipts to the City Schools Project Manager. Material storage and parking arrangements require prior approval from the Project Manager, and access to bathrooms and on-site facilities will be coordinated with the School Principal and Construction Manager. The contract includes 100 onsite service hours for the elevator technician within the base bid, warranty period phone monitoring costs, and potential custodial reimbursement if overtime work is performed during the school year.
