About this opportunity
Old Dominion University is requesting sealed bids on concrete stair repairs within the VHS EVMS Visitor Garage parking structure under IFB #27-ODU-03-MRP, with bids due September 25, 2026 at 2:00 p.m. A pre-bid conference and site walkthrough occurred September 2, 2026 at 10:00 a.m. at the garage. Small business participation is required; bidders must submit a Small Business Procurement Plan indicating proposed small business participation percentage.
The scope includes partial-depth concrete slab repairs (90 square feet), vertical surface repairs formed and poured (220 square feet), patching deteriorated concrete stairs (55 each), routing and sealing concrete cracks (150 linear feet), and expansion joint replacement, per drawings and specifications dated August 3, 2026. The work is located at 600 Gresham Drive, Norfolk, Virginia 23507.
Bidders must hold a Virginia Class A Contractor license with Commercial Building Contractors (CBC) classification and comply with prevailing wage requirements as determined by the Virginia Department of Labor and Industry. A bid bond equal to 5% of the bid amount is required at submission; the bond must specify a 60-day term rather than the standard 30 days, and omission of the 60-day term renders the bid non-responsive. The successful contractor must provide current Certificate of Insurance, a copy of current SWaM designation where applicable, and minimum five project references. Performance Bonds and Labor and Material Payment Bonds at 100% of the accepted bid are required of the successful low bidder.
The contract will be awarded on a lump-sum basis to the lowest responsive and responsible bidder. The contractor bears all parking costs, site laydown areas, and temporary facilities, with on-site parking available at $100 monthly, $29 weekly, $12 daily, or $2.90 hourly. Work hours are restricted to 7:00 a.m. to 5:00 p.m., Monday through Friday, except as pre-approved. Notice to Proceed is anticipated October 23, 2026, with substantial completion by November 6, 2026, and final completion by December 4, 2026. Questions are due by 10:00 a.m. on September 11, 2026.
