About this opportunity

The California Department of Social Services, Disability Determination Service Division (DDSD) Oakland Branch, is requesting bids for daily courier services between the DDSD Oakland Branch and the United States Postal Service under IFB 26-3044, with bids due October 30, 2026 at 3:30 p.m. Pacific Time and questions due October 16, 2026. A 5% Small Business Enterprise (SBE) preference is available for non-small-business bidders claiming 25% California-certified SB subcontractor participation; the DVBE program requirement is waived but a DVBE incentive is included.

Bidders must meet minimum qualifications: at least three years of experience providing courier services, a valid California Motor Carrier Permit, a covered truck or van with locked storage capabilities, valid California driver's licenses for all drivers, and proof of commercial general liability insurance of $1,000,000 per occurrence, automobile liability of $1,000,000 combined single limit, and workers' compensation coverage. Bidders must submit business references, proof of good standing with the California Secretary of State, business licenses, vehicle registration or lease agreements, and photographs of covered vehicles demonstrating cargo capacity.

Award will be made to the lowest responsive, responsible bidder based on an all-inclusive monthly rate submitted on the provided rate sheet. The initial contract term does not exceed 24 months, with State discretion to extend for an additional 12 months and/or add funds at the originally agreed upon service rates. The anticipated agreement start date is January 1, 2027, or upon CDSS approval, whichever is later. Bidders claiming California SB, Microbusiness (MB), Nonprofit Veteran Service Agency (NVSA), or Disabled Veteran Business Enterprise (DVBE) certification must demonstrate commercially useful function as defined in applicable Military and Veterans Code and Government Code sections, or their bids will be rejected as nonresponsive. If subcontractors are used, bidders must clearly delineate work performed by the prime versus subcontractors and provide three reference sheets per subcontractor detailing similar services within the last three years; if any subcontractor has been awarded a CDSS contract valued over $10,000 within five years, a reference from that contract must be included.
