About this file

This is a Minimum Qualifications Certificate document for IFB 26-3044, Daily Courier Services, issued by the State of California's Disability Determination Service Division (DDSD) Oakland Branch in conjunction with the United States Postal Service (USPS). The document outlines the minimum qualifications required for contractors bidding on daily courier services. The certificate establishes baseline criteria that prospective bidders must meet or exceed to be considered eligible for contract award. Specific qualifications address contractor experience, certifications, insurance requirements, and operational capabilities necessary to perform reliable and consistent courier services for the DDSD Oakland Branch and USPS operations.

The document serves as a pre-qualification threshold, ensuring that only vendors meeting established standards can submit bids for this service contract. Bidders must demonstrate compliance with all minimum qualifications listed in the certificate prior to bid submission. This qualification framework helps the State ensure service quality, reliability, and contractor viability. The certificate likely includes requirements related to vehicle maintenance standards, driver qualifications, delivery performance metrics, and safety protocols necessary for daily courier operations in the Oakland area.
