The New York State Office of Mental Health, Clinical Laboratories at Nathan S. Kline Institute, is requesting bids for a fully automated molecular qPCR analyzer system capable of performing COVID/FLU PCR, CT/NG PCR, and HCV/PCR testing under IFB 26-067, with bids due December 3, 2026. An optional site visit is scheduled for November 3, 2026 at 10:00 AM at the facility in Orangeburg, NY (registration required by October 22). No set-asides or MWBE participation goals apply to this procurement; the MWBE goal is 0% based on current availability of qualified certified businesses.

The scope encompasses a single, fully automated instrument operating one shift, six days per week, with minimum throughput of 5 samples per hour, closed-tube cap-piercing sampling, barcode reading capability, bi-directional interfacing with Cerner Millennium LIS, and on-board storage for up to 10,000 results. The system must support TMA, real-time PCR, and RT-PCR methodologies. The vendor must supply factory-trained installation, on-site training for four operators, initial validation and calibration, preventive maintenance (M–F 8 AM–5 PM with 24-hour telephone support), software and hardware updates, purified water system installation, and all reagents, consumables, and replacement parts throughout the contract term. Estimated annual testing volumes are 2,000 COVID/FLU tests, 4,000 CT/NG tests, and 3,000 HCV tests.

Pricing must be structured on a cost-per-kit basis with all costs—equipment, reagents, consumables, parts, maintenance, shipping, installation, and training—encompassed in the quoted price. Pricing is fixed for the five-year contract term with no escalation permitted. Minimum orders are $100.00 with F.O.B. destination shipping prepaid. The contract runs from March 1, 2027 through February 29, 2032. Bidders must demonstrate at least five years in business, provide three business references, complete New York State tax forms, submit vendor responsibility certification, and maintain required insurance. Questions are due November 12, 2026. Award will be made to the responsible and responsive bidder offering the lowest total bid amount meeting all mandatory requirements.
