About this opportunity

The California Highway Patrol (CHP) has issued an Invitation for Bids (IFB) 25C501001 for Fuel Storage Tank System Testing and Certification Services across nine Southern Division Area offices in Los Angeles County. The procurement seeks a single contractor to provide comprehensive testing and certification services for underground storage tanks (USTs), aboveground storage tanks (ASTs), vapor recovery systems, and product lines at facilities including Baldwin Park, West Los Angeles, West Valley, Central Los Angeles, South Los Angeles, East Los Angeles, Newhall, Antelope Valley, Altadena, and Fullerton. Mandatory walk-through site visits are scheduled for November 19 and 20, 2025, with written questions due by November 26, 2025 at 2:00 p.m. Bid submissions are required by December 2, 2025 at 2:00 p.m. Contractor qualifications include three years of experience in fuel storage/dispensing system testing, a valid California Contractor State License Board license (General A or C-61/D-40), current ICC certifications for UST operators and AST installers, level 3 Veeder Root certifications, Department of Industrial Relations registration, and $1,000,000 in liability insurance. The contract will be awarded to the lowest responsive and responsible bidder, with the agreement effective from February 1, 2026, through January 31, 2029.

The IFB has waived the Disabled Veteran Business Enterprise (DVBE) participation requirement, but offers small business and micro business preferences up to 5 percent and potential DVBE incentives for voluntary participation. Contractors must comply with prevailing wage requirements and obtain security clearances, including driver license and fingerprint checks for facility access. The solicitation requires detailed pricing for multiple testing services, including Enhanced Vapor Recovery (EVR) tests, re-tests, annual tests, SB 989 tests, Overfill Prevention Equipment (OPE) inspections, and filter changes across the nine specified locations. While a specific contract value is not explicitly stated, the comprehensive testing requirements and multi-year contract duration suggest a significant procurement opportunity for qualified environmental and technical service providers. The multi-year contract structure and extensive testing requirements indicate a robust and ongoing need for specialized fuel storage system maintenance and certification services within the California Highway Patrol's Southern Division.
