About this opportunity

The California Department of Public Health (CDPH), Center for Infectious Disease, is soliciting sealed bids through Invitation for Bid (IFB) 25-10763 to procure mobile clinic services for rapid public health response across California. The contractor will provide medical and support personnel to deploy mobile clinics capable of delivering vaccination, specimen collection, point-of-care testing, and test-to-treat services in response to emerging infectious disease threats such as H5N1, disease outbreaks, public health emergencies, and planned health events including school vaccination clinics and rural pop-up clinics. CDPH will make a single contract award to the most responsive and responsible bidder offering the lowest cost. Bidders must meet four minimum qualifications: three years of experience operating mobile clinics; deployment of at least 20 mobile clinics across at least two designated California regions (Rural North, Greater Sierra Sacramento, Bay Area, Central California, Southern California, or Los Angeles) within the past five years; possession of a federal CLIA waiver and state registration or license for low-complexity laboratory testing; and compliance with Disabled Veteran Business Enterprise (DVBE) participation requirements. The bid submission deadline is Tuesday, April 14, 2026, at 3:00 PM (PT), with public opening on Wednesday, April 15, 2026, at 10:00 AM (PT). A pre-bid conference is scheduled for Friday, March 27, 2026, at 10:00 AM (PT) via Microsoft Teams, written questions are due by Tuesday, March 31, 2026, at 3:00 PM (PT) with answers posted by April 7, 2026, and the anticipated contract award notice is Wednesday, April 18, 2026. The contract term runs from July 1, 2026, through June 30, 2029, with CDPH retaining the right to extend for one additional year for time only or up to 30 percent additional funding based on satisfactory performance.

California law mandates a minimum three percent (3%) participation from Disabled Veteran Business Enterprises (DVBE), with proposals lacking this participation deemed non-responsive. Small business bidders certified by the state or committing to 25 percent subcontractor participation with small businesses may receive a five percent preference, while non-small businesses claiming 25 percent small business subcontractor participation may also receive a five percent preference. Target Area Contract Preference Act (TACPA) preferences up to five percent are available for California-based companies performing 90 percent of labor hours in designated distressed areas. The cost worksheet establishes a unit-based and time-and-materials pricing structure with per-hour rates for medical and support personnel classifications ranging from $100 to $3,500 per hour, an initial mobilization charge of $25 per mobile team, premium percentages for rural regions and off-peak services, and markup percentages on equipment and supplies. All services must be fully burdened to include operating expenses, labor, transportation, and mileage or per diem expenses, with reimbursement for actual services performed. The maximum contract budget is $10,000,000 for the three-year term, and bidders must submit one original and two copies of sealed bids with required attachments including business certifications, insurance proof, staff resumes, references, and DVBE declarations.
