About this file

This is an Addendum 1 issued by the California Department of Public Health (CDPH), Center for Infectious Disease, revising the Purpose and Description of Services for Invitation for Bid (IFB) 25-10763 for Mobile Clinics for Public Health Response. The addendum clarifies that public health departments require the ability to rapidly deploy mobile clinics capable of providing vaccination, specimen collection, point-of-care testing, and test-to-treat services in response to public health threats, outbreaks, and emergencies. The Office of Infectious Disease Preparedness and Response seeks a contractor to provide mobile clinic services on an as-needed basis for both public health response efforts and planned health events across California, including vaccination clinics in schools and pop-up clinics in rural areas. The addendum was issued on March 26, 2026, and reflects revisions made to align the solicitation with current public health needs, particularly regarding newly developed vaccines and increased disease rates.

The addendum does not specify pricing terms, contract duration, award dates, response deadlines, or other contractual details in the provided content. No information regarding set-asides, incumbents, funding sources, or amounts is included in this addendum excerpt. The document focuses exclusively on clarifying and expanding the scope of services required, with CDPH intending to award a single contract to the most responsive and responsible bidder offering the lowest cost for providing medical and support personnel to address emerging public health threats such as H5N1 and increased testing and vaccination needs throughout California.

A. Purpose and Description of Services

1. Public health departments need the ability to rapidly, and without delay, to deploy mobile clinics with that allow for a selection of services such as vaccination, specimen collection, point-of-care testing and test-to-treat to respond to public health threats, outbreaks and emergencies. With newly developed vaccines or increased rates of disease, there is a need for additional staffing to immunize or test that via planned public health events. The Office of Infectious Disease Preparedness and Response within the Center for Infectious Disease is looking for a contractor to provide mobile clinic services, by request, for public health response efforts as well as planned health events across California. For example, this might be a series of vaccination clinics in schools, or pop-up clinics offering specimen collection or point-of-care testing in rural areas.
