About this opportunity

NATO's International Staff Procurement Service is soliciting bids for IFB 2025/80514, a comprehensive Access Control System procurement for NATO Headquarters in Brussels, Belgium. The invitation is for a three-year framework agreement with potential one-year extensions, allowing for a maximum contract duration of six years. The procurement involves acquiring electronic and mechanical access control components, including 20 electronic double cylinders, 250 electronic half-cylinders, approximately 50 mechanical cylinders annually, 4,200/60 electronic handles per year, 50 master keys, and around 20 padlocks annually. All items must be compatible with existing NATO proprietary profiles and infrastructure, with a minimum two-year warranty from installation. The NATO Office of Security's Joint Intelligence and Security Division will oversee the contract, with the primary objective of ensuring a qualified contractor can provide access control systems that enhance organizational efficiency and effectiveness. Bids are due on September 17, 2025, and must be submitted through the NATO Procurement Portal, with firms required to comply with NATO's quality control and quality assurance procedures.

The solicitation is exclusively restricted to companies from NATO Participating Countries, with bidders mandated to be registered with the NATO IS Procurement Service via the Bonfire Procurement Platform. Contractors must possess relevant and recent experience in delivering specified goods and services, with limitations on subcontractor usage (no more than 50% of staffing resources can be subcontracted). The pricing structure includes firm and fixed prices for the initial contract term, with potential yearly adjustments based on the EU Harmonised Index of Consumer Prices, capped at a maximum 2.0% annual increase. While specific budget ranges are not explicitly detailed, the comprehensive product list suggests a significant procurement investment. Bidders must submit comprehensive documentation, including certifications of responsibility, subcontractor lists, past performance references, and conflict of interest statements. The procurement will require full compliance with NATO security regulations, with contractors needing to ensure all software and personnel meet specified performance and security standards.
