About this file
This document is an Invitation for Bids (IFB) issued by the NATO International Staff (IS) Procurement Service for the provision of an access control system for NATO Headquarters in Brussels, Belgium. The IFB seeks to award a framework agreement for an initial three-year period with the option to extend through three one-year extensions, for a maximum total contract duration of six years. The procurement covers various electronic and mechanical cylinders, electronic handles, keys, and padlocks from manufacturers like Aperio and Abloy Protec², with estimated annual volumes ranging from 2 to 4,200 units depending on the item type.
The price schedule indicates firm and fixed pricing for the initial contract duration, with potential yearly adjustments for optional extensions as specified in the Special Terms and Conditions. The solicitation is open to firms from NATO Participating Countries and requires bidders to be registered with the NATO IS Procurement Service via the Bonfire Procurement Platform. Bidders must possess relevant experience in delivering the specified goods and services, comply with minimum requirements outlined in the document, and submit a comprehensive bid including identification details, responsibility certifications, subcontractor lists, past performance references, and a conflict of interest statement. The bid closing date is set for September 17, 2025, with bids to be submitted through the NATO Procurement Portal.

ii) There is acceptable evidence to establish that delayed delivery is attributable to force-majeure or unforeseen circumstances beyond bidder control (i.e.outage).
iii) It is the only bid received.
d) If an emergency or unanticipated event interrupts normal NATO processes so that proposals cannot be received at the office designated for receipt of offers by the exact time specified in the IFB, and urgent NATO requirements preclude amendment of the request for technical proposals, the time specified for receipt of bids will be deemed to be extended to the same time of day specified in the IFB on the first work day on which normal NATO processes resume.
e) Bids may be withdrawn by written notice received at any time before the exact time set for receipt of bids. A Bid may be withdrawn by a Bidder through NATO Procurement Portal.
