About this file
This document is an Invitation for Bids (IFB) issued by NATO for the Provision of an Access Control System for NATO Headquarters, specifically IFB 2025/80514. The document outlines the requirements for a comprehensive access control system, including electronic and mechanical cylinders, electronic handles, keys, and padlocks. The estimated procurement volumes include 20 electronic double cylinders, 250 electronic half-cylinders, approximately 50 mechanical cylinders per year, 4,200/60 electronic handles per year, 50 master keys, and approximately 20 padlocks per year. The items must be compatible with existing NATO proprietary profiles and infrastructure, with a minimum two-year warranty from the installation date.
The NATO Office of Security (NOS), through its Joint Intelligence and Security Division (JIS), is responsible for the physical security of NATO Headquarters and will oversee the contract. The primary objective is to ensure the provision of access control systems by a qualified contractor that helps the organization achieve greater service excellence, efficiency, and effectiveness at a reasonable cost. The contractor will be required to comply with NATO's quality control and quality assurance procedures, which include random and periodic inspections, performance evaluations, and potential meetings with NATO Service Manager and Procurement Officer to address any discrepancies or performance issues.
