About this opportunity

The City of Manitou Springs has issued an Invitation for Bid (IFB 2025-015) for the Sandra Lane - Sutherland Creek Crossing Sanitary Sewer and Storm Sewer Replacement Project, located in El Paso County, Colorado. The procurement is seeking a lump sum bid for replacing an existing culvert and conflicting sanitary sewer line with a new 3'x7' precast concrete box culvert and additional sewer infrastructure. Key project objectives include eliminating infrastructure conflicts, installing new sewer systems, and completing comprehensive infrastructure improvements along Sandra Lane. The project requires detailed civil engineering work, including site plan implementation, grading, culvert installation, and utility management. Critical procurement dates include a mandatory job-walk visit on July 31st, 2025 at 9:00 am, a deadline for questions on August 4th, 2025 at 5 PM, and bid submissions due on August 8th, 2025 by 5 PM. Evaluation criteria will focus on the lowest responsive and responsible bidder, with contractors required to submit a bid security of at least 5% of the total bid amount. The successful contractor must complete all work within 30 calendar days from the Notice to Proceed.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Insurance requirements mandate worker's compensation and commercial general liability insurance with combined single limits of $1,000,000 per occurrence. Contractors must provide a Performance Bond for 100% of the project cost and a Payment Bond for 50% of the project cost. Bid documents must include a completed Bid Tab, Bid Bond, and acknowledged Addenda. While no specific budget range is explicitly stated, the comprehensive nature of the infrastructure replacement suggests a significant municipal investment. The City reserves the right to reject any or all bids and to waive informalities, with bid preparation costs being non-reimbursable. The project appears to be funded through the City of Manitou Springs Public Works infrastructure budget, with potential integration requirements involving existing utilities and adherence to local and potentially Colorado Department of Transportation (CDOT) standards.
