About this opportunity
The California Department of Technology (CDT) has issued Invitation for Bid (IFB) #15-2048907 for a roof furnace replacement project at its Gold Camp Data Center in Sacramento County. The procurement seeks a qualified contractor to replace two existing McQuay Furnaces (Model RAH047CYA) with new Daikin air handling units (Model RAH047C or equivalent), including all associated materials, labor, and equipment. Key deliverables include complete furnace replacement with new curbs, roofing modifications, and integration of BACnet-compliant controls with the existing Alterton system. Contractors must have a minimum of five years of experience installing similar equipment in comparable data centers. The bid submission deadline is May 11, 2016, at 2:00 PM PT, with a mandatory walk-through scheduled for April 27, 2016, at 11:00 AM PT. The contract period will run from June 15, 2016, through June 14, 2017, with an option to extend for one additional 12-month term. The project requires a phased approach, replacing only one furnace at a time to minimize disruption to data center operations.
The IFB includes opportunities for Disabled Veteran Business Enterprises (DVBE) and Small Businesses, with potential incentives ranging from 1% to 5% for DVBE participation and a 5% preference for certified small businesses or those subcontracting 25% to certified small businesses. Contractors must maintain $5 million in commercial general liability insurance and $1 million in auto liability insurance. The existing infrastructure consists of a 42,000 square foot computer center supported by a 2,400kW block redundant UPS system, 1,150-ton redundant central chilled water plant, and 3,500kW parallel redundant standby diesel generator plant. Variable Frequency Drives (VFDs) must be Yaskawa Z1000 drives or equivalent, as determined by the state. Payment will be made upon completion and acceptance of each phase, with monthly invoicing permitted in arrears. While no specific budget range is provided, the comprehensive technical requirements and specialized data center environment suggest this is a significant infrastructure investment project.

The purpose of this Invitation for Bid is to solicit bids from qualified bidders to provide the California Department of Technology with all materials, labor, and equipment required to replace two (2) existing McQuay Furnaces, model RAH047CYA with new Daikin air handling units, model RAH047C or equivalent, at the CDT's Gold Camp Data Center. The replacement of the two (2) furnaces will be in a phased approach, so that only one furnace and unit is offline at a time, and performed during seasonal days and time periods of humidity and temperature that will least affect the operations of the data center.
