About this opportunity

The New York State Office of Children and Family Services (OCFS) is soliciting bids for psychiatric services at four youth residential facilities under IFB 1255, with bids due August 19, 2026 at 4:00 p.m. Eastern Time. OCFS intends to award up to five individual psychiatrist contracts across Brookwood Secure Center (two positions), Industry Secure Center (one), Taberg Residential Center (one), and Harriet Tubman Residential Center (one). Only individual psychiatrists meeting minimum qualifications are eligible; locum tenens vendors and staffing agencies are ineligible.

Minimum qualifications require a valid New York State psychiatry license and board certification or board eligibility in general psychiatry by the American Board of Psychiatry and Neurology. Bidders must submit three professional references, with at least one from services provided within the past 12 months.

Services are expected to be delivered in-person throughout the contract term. OCFS retains sole discretion to request telepsychiatry services during contract execution if determined to be in the state's best interest; such determination will not occur during bidding. Bidders must establish two separate hourly rates: one for in-person services (maximum $400/hour) and one for telepsychiatry services (maximum $300/hour). Failure to provide both rates for a position results in disqualification for that position. Any bid rate exceeding the maximum results in disqualification for the entire position.

Annual hours per position are: Brookwood positions, 888 hours per year (approximately 74 hours monthly); Industry, 624 hours per year (approximately 52 hours monthly); Taberg, 864 hours per year (approximately 72 hours monthly); Harriet Tubman, 624 hours per year (approximately 52 hours monthly). Awards will be made to the lowest-cost qualified bidder(s) by multiplying the in-person rate by 80% of anticipated hours and the telepsychiatry rate by 20% of anticipated hours for each position.

The initial contract term is three years with up to two additional one-year renewal options, subject to approval by the New York State Department of Civil Service, Office of the Attorney General, and Office of the State Comptroller. Anticipated contract start is no earlier than October 1, 2026 and no later than December 1, 2026. Hourly rates are firm for the life of the contract with no adjustments. Current incumbents are Snehal Sheth and Camilla Lyons at Brookwood, Iustin Rusu at Industry, Julie Low at Taberg, and Camilla Lyons at Harriet Tubman.

Mandatory insurance includes workers' compensation and disability insurance and professional liability insurance at $1,000,000 per occurrence/$2,000,000 aggregate. MWBE participation goal is 0%. Questions are due July 29, 2026, with responses posted by August 5, 2026.
