About this file

This document is a Questions and Answers response file for IFB 1255 Psychiatric Services for Various Facilities, issued by the New York State Office of Children and Family Services (OCFS). The IFB solicits competitive bids for psychiatric services to be provided at four youth detention and residential facilities: Brookwood Secure Center, Industry Secure Center, Taberg Residential Center, and Harriet Tubman Residential Center. OCFS intends to award up to five contracts for five available psychiatrist positions. All services are expected to be delivered in-person throughout the contract term, though OCFS reserves the discretionary right to request telepsychiatry services during contract execution if determined to be in the state's best interest. Bidders must be individual psychiatrists meeting minimum qualifications; staffing agencies and locum tenens vendors are ineligible. The positions at Brookwood offer approximately 74 hours per month per position, with comparable hourly expectations at the other facilities as specified in IFB Section 1.1.

Bidders are required to submit two hourly rates for each position bid: one for in-person services and one for telepsychiatry services. Both rates are mandatory for each position, and failure to provide both rates will result in disqualification for that position. Any bid rate exceeding the maximum bid rate limit for either service delivery method will disqualify the bidder for the entire position. The charting systems include the Juvenile Justice Information System (JJIS) for assessments and contact notes, with paper medical files used for direct patient care documentation. Current contract vendors include Snehal Sheth and Camilla Lyons at Brookwood, Iustin Rusu at Industry, and Camilla Lyons at Harriet Tubman (reassignment), with Julie Low at Taberg (reassignment). Bidders must consult Attachment 3 - Submission Checklist for required documentation and IFB Section 3.2 for complete submission requirements.
