The submission deadline is October 1, 2025, at 4:00 pm ET, with bids to be submitted to OCFS at 52 Washington Street, Room 202 South, Rensselaer, NY 12144. The contract is expected to commence between November 1, 2025, and January 1, 2026, with a five-year term.

Bidders must complete comprehensive certification requirements, including provisions related to Russian business operations, potential conflicts with state employees, and business enterprise classifications. While specific award values are not explicitly stated, the contract involves water treatment services for three facilities with monthly and emergency service rates to be proposed by bidders. Failure to meet mandatory requirements, such as water treatment operator certifications or specific attestations, will result in bid disqualification. The procurement is funded through state sources and requires submission of various compliance documents, including workforce utilization reports, tax certifications, and background check information.
