About this opportunity
The Greater Orlando Aviation Authority (GOAA) is seeking an Invitation for Bids (IFB 25-678-IFB) for IED ON CALL Public Address System Repair Services at Orlando International Airport, located in Orange County, Florida. The procurement requires an authorized Innovative Electronic Designs (IED) repair center to provide comprehensive maintenance, repair, upgrades, modifications, and additions to the existing public address system. Contractors must submit a letter from IED confirming their authorized repair center status and have technicians with a minimum of three years of experience and factory certification from IED. Key deliverables include providing all necessary labor, supervision, tools, materials, equipment, and accessories to support the airport's PA system maintenance. Evaluation criteria will likely focus on technician qualifications, repair center authorization, and compliance with detailed specifications. The solicitation was released on July 7, 2025, with questions due by July 21, 2025, and final responses required by August 5, 2025. The contract is non-exclusive and tentatively scheduled to span five years, beginning October 1, 2025.
The contract has specific restrictions requiring respondents to be authorized IED repair centers, effectively limiting competition to qualified vendors with specialized certifications. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documentation. The existing infrastructure involves a complex public address system with various components detailed in Attachment A, which includes specific model numbers, rack units, and system locations across the airport. The contract anticipates approximately 2,000 standard working hours and 500 non-standard working hours over the contract term, with an estimated annual value of $55,000 for parts, materials, rentals, and subcontractor costs. Contractors will be allowed a markup percentage on parts and materials, and the Aviation Authority expects to handle over 55 million passengers during the 2024-2025 fiscal year. Additional requirements include comprehensive insurance coverage, background checks for personnel, and compliance with federal and state aviation regulations. The contract provides for employee parking, office space, and utility services to support the selected contractor.
