About this opportunity

The Illinois Department of Transportation is requesting bids on self-propelled stump cutters for IDOT Districts 2, 5, 7, and 9 under IFB 27-494DOT-FINAD-B-54288, with bids due October 27, 2026. This is a one-time equipment purchase, not a recurring supply contract.

Bidders must be established manufacturers or authorized dealers and must service the equipment they sell. All equipment must be newly manufactured and fully operational upon delivery; defects must be addressed within the first 30 days of in-service at no cost to the State. Manufacturers' standard warranty must cover a minimum of one year from acceptance for all defective parts and workmanship.

IDOT solicits three district-specific variants. District 9 and District 2 require 35-horsepower models with 17-inch diameter cutting wheels capable of cutting 23 inches above ground and 12 inches below ground. District 5 requires a 50-horsepower model with a minimum 23-inch diameter cutting wheel operating at 1,400 rpm with dual-index tooth design. All variants must feature hydrostatic transmissions with variable high/low speeds and crawler track drive systems. Current production engines meeting current emissions standards are required.

The contract term commences upon final execution and extends through March 31, 2028, with a maximum total term not exceeding ten years including renewals or extensions. Delivery is F.O.B. destination during regular business hours (8:00 a.m. to 2:00 p.m.) on weekdays; vendors must notify the receiving district 24 hours prior to delivery. Freight is included in unit prices. Pricing is estimated rather than firm. The State reserves the right to request unit demonstrations prior to delivery.

Bids must remain firm for 180 days from opening. No bid bond or performance bond is required. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, and auto liability insurance of $1,000,000 per occurrence. The State will be named as an additional insured. A $15 Minority Contractor Opportunity Initiative fee applies to contracts valued at $1,000 or more and will be deducted from the first payment. Award will be made to the lowest priced responsive and responsible bidder. The solicitation will be awarded in full to one bidder; partial bids are non-responsive.

Required bid documents include Vendor Disclosure or IPG Active Registered Vendor Disclosure, Offer to the State of Illinois form, and Business Enterprise Program or Veterans Small Business Program Utilization Plans as applicable. All submissions must be made electronically through BidBuy.
