About this opportunity
The Illinois Department of Transportation (IDOT) is requesting bids on a universal testing machine for materials compression and deflection testing, with bids due June 18, 2026. This rebid is open to all vendors in BidBuy with no set-aside or preference restriction.
The machine is a primary compression and deflection testing system designed for plastic pipe (HDPE and PVC) up to 10 inches in diameter, tested to ASTM D2412 specifications, with load capacity ranging from 100 to 20,000 pounds and maximum test speed of 500 millimeters per minute. Secondary capabilities include tensile testing of thin plastics, elastomers, and geotextiles with elongation exceeding 500 percent for certain materials, with typical tensile loads of 100 to 5,000 pounds. The machine must feature a rigid dual-column frame, rectangular compression platens for parallel-plate loading, flat and v-grips for tensile testing, a long-travel extensometer with optical or clip-on capability for 200-millimeter gauge-length measurements (accuracy 0.5 percent or better), and a high-precision strain-gauge load cell (accuracy 0.5 percent or better). Crosshead speed range from 0.001 to 500 millimeters per minute is required, with minimum vertical test space of 800 millimeters. The system must include computer-controlled operation with servo or hydraulic drive, real-time monitoring software, and automated data acquisition for yield strength, ultimate tensile strength, elongation, modulus, and pipe stiffness. Safety requirements include overload protection, emergency stop, limit switches, and a safety enclosure against pipe shrapnel. The machine must operate on standard 120-volt or 220-volt 40-ampere three-phase power, with installation, training, and ISO 17025 calibration with certificates at 2420 South Dirksen Parkway, Springfield, Illinois.
Vendors must comply with 34 statutory and regulatory certifications under the Standard Illinois Certifications document and BidBuy Standard Terms and Conditions, including prevailing wage requirements, insurance coverage of $1,000,000 general commercial liability per occurrence with $2,000,000 annual aggregate, non-delinquency on educational loans, absence of criminal history related to felonies or bid rigging, tax compliance, and drug-free workplace standards. The State retains ownership of all work product and reserves the right to terminate for convenience with thirty days' notice.
