About this opportunity

The Illinois Department of Transportation (IDOT) is soliciting bids for a Large Bed Compression Machine for plastic pipe testing, with bids due June 15, 2026. This is a rebid solicitation open to all vendors registered in BidBuy, Illinois's procurement platform.

The machine must be capable of applying controlled compressive loads to large-diameter plastic pipe specimens in accordance with established testing standards. Technical performance requirements include specified load capacity, specimen chamber dimensions, control systems, and data recording functionality. The detailed specification document is attached to the solicitation.

Vendors must comply with Standard Illinois Certifications, which impose 34 mandatory certification requirements covering debarment and suspension eligibility, criminal history, tax compliance, environmental violations, anti-competitive practices, workforce standards, international labor protections, accessibility compliance, and political contribution restrictions. These certifications must be provided at bid submission and maintained throughout the contract term; contractors or subcontractors with contracts exceeding one year must re-certify by January 1 of each subsequent fiscal year. False certifications subject vendors to sanctions including contract voidance, suspension, debarment, denial of payment, civil fines, criminal penalties, and liability under the Illinois False Claims Act.

Under the State of Illinois Standard Terms and Conditions, the awarded vendor must maintain $1,000,000 general commercial liability insurance per occurrence and workers' compensation insurance as required by law. Vendors must maintain books and records for three years from final payment (five years if federal funds are used), submit invoices by July 31 for work completed through June 30, obtain prior written approval before engaging subcontractors, and comply with prevailing wage obligations where applicable. A $15 fee applies to contracts of $1,000 or more under specific Illinois Procurement Code sections. The State retains the right to terminate for convenience with thirty days' notice or for cause immediately upon notice. Contract performance is contingent upon appropriation availability.
